I guess the date was kind of implied since, according to the big cross-reference flow charts in the Japanese books, this incident takes place between episodes 15-21 of Gundam Seed (which take place entirely in February of C.E. 71). But it's nice to have it in print, not to mention additional confirmation that the flow charts are accurate!
